You can change the time of up to six creatures using a slow 5e spell. This is possible if you are within a 40-foot radius. Either they succeed on the wisdom saving throw or they will be affected permanently.
The speed of affected targets is halved, but they still suffer the -2 penalty for AC or the Dexterity saving throws. They can’t also use reactions. It can take one action and have another bonus depending on the turn. It cannot use more than one melee and ranged attack, regardless of its magic items or abilities.
Roll a 20 to determine if the creature is capable of casting a spell in 1 action. If the creature rolls a 11, or more than 11, the spell doesn’t take effect until it takes its next turn. The creature must then use the action it took on that turn to complete the spell. The spell is null if it fails to do so.

Although the spell has already affected the creature it could still make its wisdom saving throw at end of turn. If the save succeeds, the effect will be ended.
